Summary
This document establishes the Rules of Engagement for the Network Solutions Procurement Vehicle (NSPV), a multi-phase procurement framework administered by Shared Services Canada. The NSPV begins with an Invitation to Qualify (ITQ) phase in which respondents must meet mandatory and rated requirements to become Qualified Respondents (QRs). QRs then proceed to the Secure Supplier Ecosystem (SSE), a collaborative environment where Canada shares preliminary requirements for upcoming projects and accepts feedback from suppliers before finalizing solicitation documents for Phase 4 procurement processes. The SSE is not itself a solicitation or RFP; no contract results from participation. Canada reserves the right to cancel any project or requirement at any time. The framework encourages collaboration through workshops, one-on-one meetings, and Q&A processes to refine requirements and identify the best solutions. QRs must sign a Non-Disclosure Agreement, comply with confidentiality obligations regarding Canada's security architecture and network topology, and follow all Rules of Engagement. The document covers related entity relationships, joint venture policies, communication protocols, vendor performance tracking, and provisions for socio-economic considerations in future procurements. Phase 4 solicitations will be issued only to QRs who were shortlisted during Phase 3 of a specific project or requirement. These subsequent solicitations may employ various procurement mechanisms (not limited to RFPs) and will reflect amendments made to requirements during Phase 3. QRs must maintain strict confidentiality of sensitive information and may face disqualification or contract termination for breaches.
