Summary

Shared Services Canada is conducting a multi-phase procurement for IT Service Management (ITSM) solutions to support the Government of Canada's ITSM transformation. This Invitation to Qualify (ITQ) is the first phase, designed to pre-qualify suppliers for the subsequent Review and Refine Requirements (RRR) phase. The GCITSM Service requires multiple contractors to provide tools and services supporting planning, design, implementation, support, hosting, and licensing for ITSM Tool Solutions. The initiative is expanding ITSM capabilities to include CRM features, AI-enabled enhancements, and mature client portal functionality. Solutions must support multiple hosting options including vendor-hosted cloud (SaaS), hybrid Government of Canada solutions (IaaS/PaaS/Commercial Cloud), and fully on-premises deployments. Qualification under this ITQ does not restrict future participation in the final Request for Supply Arrangement (RFSA), which will remain open to all suppliers.
