Summary
The Department of National Defence (DND) and Canadian Armed Forces (CAF) intends to award a hybrid contract to Parsons Inc. to ensure continuity of end-to-end biometric intelligence capacity. The procurement includes 300 Javelin Ares Mobile Application biometric collection devices, mobile chemical exploitation and DNA analysis hardware and software integrated with Javelin devices, plus maintenance of the integrated biometric capacity. The system must comply with EBTS 4.1 and NATO STANAG 4715 technical standards and be interoperable with the U.S. Department of Defense and DND/CAF's Automated Biometric Identification System (ABIS). All deliverables must be operational by March 31, 2026.

Mandatory requirements
- 01Must be an integrator of the DND/FAC biometric ecosystem
- 02Business rules within ABIS and Transaction Manager/Gateway must comply with relevant DND/FAC policies and Canadian legislation
- 03Must have access to Parsons' exclusive intellectual property including Ares, Ares Shield, ABIS wrappers, workflow engines, and OEM integrations
- 04Must provide either Parsons' exclusive IP or equivalent for each system component
- 05Must maintain chemical, DNA and biometric badging integrations
- 06Must maintain workflow compliant with EBTS 4.1 and STANAG 4715 corresponding to DND/FAC configurations and specifications
- 07Must have access to U.S. Department of Defense (DoD) and guarantee system remains connected to DoD without interruption
- 08Must provide FBI-certified devices as mandatory technical requirement for interoperability with U.S. DoD ABIS and other federal ABIS
- 09Must have engineering access to ensure functional continuity of the system
- 10Must deliver all goods, services and devices before March 31, 2026
