CETA does not cover US procurement — it's a Canada-EU agreement. For US market access, Canadian firms rely on the WTO GPA and CUSMA (Chapter 13).
However, DoD contracts are excluded from both agreements under national security exceptions (GPA Art. III). You'd need to qualify under a specific reciprocal defense procurement MOU between Canada and the US (DDPP).
